Hong Kong’s only low-cost carrier (LCC) HK Express is honoured to have the airline’s General Manager for Network Planning and Scheduling, Stephen Milstrey, appointed to the International Air Transport Association’s (IATA) Joint Slot Advisory Group (JSAG). This appointment follows his re-election as an IATA Slot Policy Working Group (SPWG) committee member for a further two-year term.
HK Express is the first LCC with a representative appointed to the JSAG. Stephen commenced his role within both IATA’s JSAG and SPWG effective from 5 September 2017.
Both appointments, made by IATA Director General and CEO Alexandre de Juniac, signal the aviation industry’s recognition of HK Express and Stephen.

JSAG is a joint forum convening a maximum of seven airlines’ representatives and seven slot coordinators who are committed to coordinating slot allocations worldwide. The JSAG aims to improve the Worldwide Slot Guidelines (WSG), develops international coordinator community practices for endorsement, reviews regulatory developments related to worldwide schedule coordination and slot allocation, and provides guidance to IATA management on the development of services and systems to support the slot allocation and schedule coordination process.
In addition to his JSAG role, Stephen will provide technical guidance to IATA management and industry groups and maintain an open dialogue with regulatory parties as an SPWG member.
